ISTM (it seems to me) typically precedes a person's opinion about a matter. For example, your mother may send you a text message that says, "ISTM that you aren't applying yourself ... maybe you should quit college."
Outside of opinionated text messages from your family and friends, you're most likely to encounter ISTM in online forums. For example, posters offering their opinion on a topic may begin their post with ISTM to clarify that their post contains their (possibly incorrect) opinion.
