Break the Internet is a phrase used to describe when a story, meme, video, etc. goes viral. It is used as an exaggeration (which is what 98% of Internet users love to do) since it would require a lot more effort to actually break the Internet.

The phrase started to become popular in the early 2010s and plays off the idea that the Internet is a machine that can be "broken." One of the more famous uses of the term occurred when Paper Magazine featured a cover photo of Kim Kardashian in 2014 and declared that the picture would "break the Internet."
