Outward nine refers to holes 1 through 9 of an 18-hole golf course. It is followed by the "inward nine," which refers to holes 10 through 18.
18-hole golf courses are commonly divided into two halves by design as the first nine lead outward from the clubhouse and the "back nine" lead inward to the clubhouses. If you are only playing on a 9-hole golf course the outward nine phrase would not be used.
